At present, with the rapid development of the Internet and the increasing demand for new services, the convergence of conventional PSTN/ISDN and IP network has become an inexorable trend. As the SoftSwitch-based NGN technology can seamlessly implement this convergence, which has also become the focus in industry study. With SoftSwitch technology, the maximum protection will be given to the existing investment of telecommunication network and the smooth transition from the existing telecommunication network to NGN will be accelerated. That is, using SoftSwitch, we can easily achieve the interworking of conventional PSTN/ISDN and the Internet with no impact on the services of the existing network.Next Generation Networks, based on IP packet;providing telecom services;using various kinds of broad-band abilities and transfers technology supporting quality of Service, which has some advantages ,such as separating of between service functions and transfer technology, separating of between call control and service control, and can provide comprehensive services of audio, video and data at the same time. In the developing process of NGN, the IP network will work as the core network and conventional PSTN/ISDN will become an edge network. The SoftSwitch equipment plays a core part of NGN network, which be able to offer the functions used for service control and connecting control with real-time demands.The SoftSwitch is certainly the center of next generation network, so it will be main content studied in NGN architecture. The paper will firstly introduce the background of next generation network development, the presently domestic and foreign research situation of NGN, as well as general content of studies of this article;then some basic concepts of NGN and the related definition will be given to us, and follows, the system structure of next generation network will be described. Latterly, the article will tell us how NGN can provide some superiority with characters and features involved in it, which are different from the traditional network. NGN has been divided into four different function layers, they are separately access function layer transfer function layer control function layer and service function layer. Among them, embarks from the service type demand, union the current network technology development condition, when analyzing load-bearing network plan and designing next generation network, some essential factors should be considerable;That is, as the main body ofNGN , SoftSwitch is a complicated huge software system, and is a huge sets of function, which is consisted of many function entities such as basic call control function communicating interface standard protocol process function and other functional modules. The article has emphatically deeply studied the way of call control in SoftSwitch system, and then taking the call flow of terminal supported by MGCP protocol as the example, detailedly explained the method of signal message interaction between all modules in basic call process and how the call control module could work with other function modules in order to implement call connection. The charging system also is an important function module, which will be discussed systematically from many aspects, such as billing requirements billing system feature and billing system working flow.Parlay is the most popular Open Service Technology in NGN, they shield the complication of basic network and various protocols, and provides the standard API interface to access and control the core network resource for the third party service provider. Call model based on Parlay technology is referred and total architecture of it is described in detail, then a solution of open service provider is produced with logical feasibility.
