Remote video monitoring system is in the ascendant, it is widely used in many areas, such as the highway, intelligence building, oil field and so on. With the development of the automatization of industry, remote digital video monitoring system has been gradually extended and has been taken an important part in industry.In this paper, the correlative conception and general knowledge of video monitoring system are introduced firstly, then the superiority and advanced technique are brought forward by comparing with present analog and digital video monitoring system. At present, the obvious influence to remote digital video monitoring system are video encoding/decoding and transmitting technique. So we improved the performance of this system by these aspects. Firstly, we introduce advanced H.264 digital video compressing technique which reduced the amount of video data and improved the compress performance into the system. Secondly, because of the strict restrict of transmission time, TCP/IP protocol which is the basal communication protocol of existing network and devised for non-real-time application can't meet our request. So we adopted RTP/RTCP protocol to settle the problems of delay, wobble, lose of packet, and so on. It sustained the request of real-time transmission in network.Base on the digital video technique the paper has been referred, we developed remote digital video weighting and monitoring system based on principle of system integration and scale optimizing, and integrated with techniques of video data processing, computer networking and software development. The system can resolve the practical problem that appeared in industrial weighting process, and it has great value in both the theory and practice.
