As the development direction of the next generation network, IMS(IP Multimedia Subsystem) becomes the hot research spot of the global communications field. IMS can provide the end-to-end multimedia communication, and transplant the colorful Internet services to the mobile communication network directly, so that it facilitates the development of a new service. This new service development pattern catches people's attention increasingly. This dissertation has studied the important development pattern thoroughly by the realization of mobile location service based on IMS.After the comparison of IMS development mode has been completed, Parlay/OSA was selected for the development of value-added service, and its service development process was explained in detail. By adopting this new service development method, user can develop services according to the normal Parlay API, instead of understanding the underlying network structure. Therefore the development cycle can be reduced greatly.First, this dissertation introduces the Parlay technology, and specifically discusses several kinds of Parlay interface needed by the mobile location service, such as user interaction interface, user location interface, general message interface and so on. Then using these Parlay/OSA API(Application Programming Interface) interfaces, the dissertation realizes the development of mobile location service. The main work is to analyse the function of mobile location service, design the overall framework of this service; design the flow chart, sequence diagram and class diagram; program the location service with JAVA language according to class diagram, complete the writing of source code; finally compile the construction ducument with the Ant tool. After completing the service design, we select simulation platform Ericsson Network Resource Gateway software to test and simulate this service, give detailed method and result of the test and simulation, and analyze the right result of simulation.This dissertation has developed a mobile location value-added application software which has practical significance. It not only can be used alone, but also can be used as a part of other value-added service softwares. It has certain reference value for the research on the next generation network technology and the mobile value-added services.
