JPEG2000, a newly proposed image compression standard, has a better compression performance compared with JPEG and other compression methods, and supports more functions. Therefore, it is applicable in wide ranges like internet applications, colorful copy, print, scan, medical image, image transmission and so on.JPEG2000 changes the DCT transform method which the traditional JPEG standard takes as the core approach, and adopted wavelet transform with more concentrated energy instead, and Embedded Block Coding algorithm with Optimized Truncation (EBCOT). The EBCOT algorithm consists of T1 and T2. T1 is in charge of the bitplane coding and MQ arithmetic coding, and T2 is in charge of the Post Compression Rate Distortion (PCRD) and codestream ordering. Although no complex algorithm is involved in T2 part, the coding efficiency and high internal storage are the bottlenecks of hardware implementation of JPEG2000.After I study the codestream ordering in T2 encoding of the EBCOT algorithm, an feasible architecture is designed and implemented in verilog HDL language, and finally a code stream ordering system is obtained under the ISE 9.1 environment. This system supports 1024x1024x16bit image input with 4 layers encode output, which is verified on the xilinx virtex-4 board, and the result is proved to be right according to the result of software.
