Study On City Management And Sustainable Development

This paper analyzes on the status of city in regional economy, improving the living conditions, inhabitation condition, the sustainable development among society, economy and environment and striving for the higher status at home and abroad and so on. Based on analyzing the subject, the object, the method of city management, the article which is on the point of discussing on positioning of strategy and according to the requirement of sustainable development would appraisal the ability of sustainable development on Cheng Du and give basic method and detail policy on how to control system of sustainable development in Cheng Du. This includes five sections:According to the fast elevating of China1 s urbanization, the first section concludes that the urbanization of our country has gone into the stage that makes us feel not only exciting but also anxious, and the time of fast development of our city has come. . With the background, the layout of China's city would be changed. Every city would face the problem of adjustment its positioning and self-development.In the second section, the first point is that it gives the conception of city management. From the view of government, to use the method of market economy to adjust natural resources, facility resources, human resources of a city to realize the goal of using resources in the best way to make the city better. On the other hand, it summarizes the character of city management and makes it clear that the content of city management and givessome advice on how to deal the relationship of city management.The third part analyzes the relationship between government and city operator. City management includes two sides: actions of market and actions of government. City management is function oriented, which determines the function of government and its innovation. City management actually is a kind of behaviors transformation of the government that based on the economic reform, and the modes that adopts are related to the function transformation of government itself and the mature extent of market economy. However, the mature market could not be apart from the city operator.The forth part introduces the theory, method and content of city positioning. City positioning is the beginning of city management, a city that has no his own character is a city that has no competition. Finally, it points out ten wrong views on city positioning.The fifth section that accorded to the requirement of the agenda of China's 21st century raises not only the principle but also set up the system of evaluating city's sustainable development. It uses method of AMP to divide the system into five points, and it also uses the evaluating system that was raised by World Bank to calculate the ability of man-made capital, the pressure of population, human capital, and also gives some advice.
