With the constant development of rural financial system reform in China, the rural credit community, as an important part in our country's financial market, plays an essential role. Whether its property rights are successful or not can directly influence the construction of rural financial system and the improvement of economic developing standard which should match with the requirement of market economy system. So concentrating on the solution to the problem of rural credit community system reform has vital meanings in theory and practice. The whole article includes six parts.Part one: Introduction. This part mainly talks about the background, important meaning, method and technical route of study. Otherwise, it states the innovation and deficiency.Part two: This part summarizes the property right theory and the study of rural credit community's property right system reform. On the basis of discussing the basic meaning of property right, it comments on some works related to credit community's property right system theory and its reform.Part three: This part analyses the change and reason of China's rural credit community's property right system. By analyzing the historical process of rural credit community's property right system, and making use of social system structure, such as binary-power society and binary semi-power society, which existed before the opening and reform in the countryside, it explains the changing reason of rural credit community's property right system. In the binary-power society, at the beginning of the foundation, the central government, as an economic entity, adopted the credit cooperative activity to realize its preference under the high centralized power. And the government makes the farmer burden the construction of cooperative financial institute and expenses. During the implementation of industrial strategic period, the government also bereaves the property right of the farmer to supply accumulation for industrialization. After the opening and reform, in the binary semi-power society, the local governments carry out the strategy of interfering rural credit community and become the actual controllers in the rural credit community though they should promote localindustrialization and finance is short.The fourth part analyses the present condition of our current rural credit cooperative's property rights system. In this part, the author expounds the achievements, problems and reverse sides of rural credit structure. Changing in operative rights is one of the obvious characters of the above-mentioned structure. It mainly shows the subject shortage, thus results in the ambiguity of property rights and shortage inside its structure. Another character is the control to the rural credit cooperative made by our country brings about the credit rights' shortage. Our county has made control to the rural financial market and endowed monopoly power upon rural credit cooperative. Under such conditions, the varying property right has got some positive results. For example, credit cooperative has become the main force of rural financial market and restricted irregular pour of finance. Meanwhile, we should also note the bad effects of it. i.e. it doesn't show the members' preference and doesn't change the "duality" problem of rural market.Part five: This part mainly talks about market-oriented of rural credit cooperative property rights' reform. In this part, the author stresses the thinking-oriented problems of the above-mentioned reform, that is changing the concrete plans into explorations. The author insists property right reform should adopt the market-oriented reform, loosen the policies of enter-market restriction and fulfill the liberalization of deposit/loan rate. In the course of operation, one should respect independent rights, admit the variety of reform, and try to take actions try to get rid of policy obstacles. Loosen the policies of enter-market restriction Reform, of course, will cause some cost, such as cost to get rid of historical bundles, cost to compensate persons inside, cost to divide policy transactions from self transactions. In spite of this, reform is trend, we can take some necessary actions to solve it.
