The Study Of The Middle And Small Business Clustering Innovation In Jilin Province

The aim of this paper is to find out the main problem in the course of innovation in small business cluster. The method used is landscape orientation study and portrait study, then to offer some suggestions to solve the problem, at last to establish a series of policy to promote small business cluster in Jinlin province to innovate. The innovation of this paper is to use landscape orientation study combined with portrait study ways to study the innovation of small business cluster. This paper is made up of five chapters. The first chapter is introduction. It introduces the background of this study, the meaning of this study, the content of this study and method of this study. Then to look back the correlation study of scholar at home and abroad. The second chapter gives the concept of clustering innovation and analyses the advantage of clustering innovation. At first it introduces the concept of middle and small business, then to induct the concept of clustering innovation by introducing the concept of technology innovation and cluster. At last it analyses the advantage of knowledge overflowed, source obtained, running and pulling, gathering and planting that owed by high technology clusters. The third chapter is the introduce about succession experience of high technology clusters at abroad. Then to introduce the situation of high technology clusters in our country and the problem in them. The forth chapter is evaluating study on the innovation ability of middle and small business cluster in Jilin province. At first it introduces the developing situation of high technology clusters, then to find out it has appeared converged situation, but not good. It has great gap compared with high technology clusters at abroad. Then it processes the landscape orientation study on innovation ability of high technology section in Changchun, Shenzhen, Beijing, Habin by spss 12.0. At last it processes the portrait study on innovation ability of high technology section in Changchun from 1996 to 2003. we find out the main reason of restricting the innovation ability is the lack of source of innovation. The fifth chapter is to offer suggestions that can promote middle and small business clusters in Jinlin province to take measures to innovate. This paper offer advice from such aspects: (1)Establish independence industry system in high technology section. First ,insist to arrange projects by dividing works and collaboration on industry layout in high technology section. Second, health the service system. We must breed and standard some kinds of consultation and agency service in high technology section. Third, perfect risk invest mechanism. (2)Perfect the system by which factory and university and research organ cooperate. First, make more factories establish directional contact to universities and research organ. Second, the establishment of the system greatly depend on the innovation of system. (3) Accelerate collection of talents in high technology. Try to offer the sustains of all kinds of aspects to new enterprise by receding the doorsill to enter high technology section.
