Facing the wavy tides of 'green' and the west development of china, Hanzhong city has been making it an important strategical measure to ' develop green industries and construct a green Hanzhong'. In terms of concrete developmental projects, many scholars hold that pig rasising, tea production, medicinal herbs and vegetables be the breakthrough gates for the green industries of Hanzhong. The theme briefly introduces the concept, importance, course, reality and market of green food in China as the characteristics of green food and the essential requirements for Hanzhong to develop green food; meantime, in the light of the basic conditions of Hanzhong, the paper put forward that the breakthrough point be the production of green rice. Because there are comprehensive conditions for the production of green rice, the paper analyzes and discusses the regional advantages in depth. It holds that there are five important comprehensive conditions for the production of green rice as follows: unique climatic conditions lay a basis for the production of quality green rice with high and stable yield; clean and favorable environmental conditions form a guarantee to the development of green rice industries; rich biological resources evolve a batch of rice varieties, thereby making it possible for Hanzhong to develop quality green rice with special features; rich biological resources make the environment of Hanzhong purify itself so that there are not big polluting sources which, with the west development of China, the control of the headwaters in the upper reaches of Hanjiang river aimed at benefiting' water diversion from north to south' and favorable farming conditions, forms the comprehensive social advantages for the industries of green rice; the newly shape-taking industries of green rice and the relatively -perfected education research and extension system also are also one important advantage for the production of green rice. But all these advantages merely form a potential productivity, which can only be transformed into a practical productivity in scientific and rational manners. Furthermore, the theme briefly analyzes the reasons for the slow development of green rice in Hanzhong; the first reason is incomplete knowledge and lack of overall planning for industrial development; the second one is incompetent technology for green rice industries, the third one is backwardness of green rice producing areas and product-testing measures, and the fourth one is small scale of green rice industries and inadequate market promotion. Accordingly, the theme brings forward five proposals against the problems in the development of green rice production as follows: first, to fully understand the regional advantages so to insist on putting the development of green rice production on priority; next, increase green rice promotion and intensify green conscientiousness of environmental protection; thirdly, to untidily plan and speed up the development of green rice; fourthly, to foster and help mainstay enterprises, intensify organization and management, strengthen market exploitation and make green brands; fifthly, to strengthen environmental and product monitoring and increase the support to green rice industries.
