The Path Choosing On Resolving The "Sannong" Issues

In china, the "Sannong" (rural, agriculture, and farmer) issue is a historic problem, and is also the basic problem within social development of our country economy. People continuously show solicitude for it. Particularly, with the development at top speed of urban economy and the increasing of the disparity between urban and rural areas, the end of 90's in 20 centuries, the "Sannong" issue is subjected to the widespread concern of social public; And the theories field makes the very warm discussion to it in the near future. After the sixteenth people congress of countrywide, the "Sannong" issue becomes important problem of the party and the government work.Under the wide situation that roundly constructing the middle-class family society and setting up the harmonious society, the "Sannong" issue seriously cumber the overall, harmonious and sustainable development of our rural society. Aiming at the resolution of the "Sannong" issue, the local scholars put forward some standpoints, for example, giving civil treatment to farmer, enlarging devotion to rural areas, eliminating the system between urban and rural areas, accelerating the course that the rural areas turns into the urban areas, accelerating the progress of rural industrialization, innovating system etc. First, this paper analyses these standpoints: the standpoints raise the very big function to the resolve of the "Sannong" issue, but they just resolve it aiming at it, and they can't resolve the "Sannong" issue by the root, can't urge the sustainable development of rural and agriculture, can't urge sustainable increase of the farmer income. Second, on the basis of the analysis of the "Sannong" issue and the rural education, this paper think that because the quantity of rural talented person is few or the scientific and cultural character of the farmer is low, the "Sannong" issue has not been resolved. However, the main task of the rural education is training the real rural talented person, raining scientific and cultural character of the farmer, so this paper puts forward and demonstrates that developing rural education is the key of resolving the "Sannong" issue. Third, the rural education has achievedenormous progress, but why can it not exert the decisive function? Because of it, this paper chooses, investigates and studies several rural areas in AnHui province. And this paper summarizes several existent problems of the rural education. The last, aiming at the existent problems of the rural education and the realities of the rural areas, this paper locates the rural education at "have it's feet firmly planted at the rural areas, and keep in view the urban areas". The paper puts forward some counter plans about the reform and development of the rural education, ardently expects that these counter plans take some positive significance to the rural education, and makes the rural education to exert the decisive function to the resolution of the "Sannong" issue.
