HR is the initial resource of social and economic resource. The exploitation of HR is the key component of boosting productivity. And the efficient exploitation of rural HR will be the historic choice of the rural economic development in our country in the long run. Firstly, the exploitation of rural HR is the fundamental method to implement the policy of strengthening agriculture, benefiting farmers, and enriching rural areas. Secondly, the exploitation of rural HR is the efficient method to resolve the issue of the hidden unemployment of rural laborers. If practiced effectively, it will overcome difficulties of HR exploitation in our country. Thirdly, the exploitation of rural HR is the urgent need of China’s agriculture after the accession to WTO to compete in international markets. As a important agricultural province in central China,Hunan province is faced with the problem of low quality of rural HR.The insufficient rural laboring skills training fails to meet the needs of society. The process of the rural laboring transferring is stagnant,which has been the main impediment of rural economic development. This paper is focused on the status of rural HR in Hunan province and proposes general strategies of HR exploitation that corresponds to the state of Hunan Province.Based on numerous domestic and foreign rural human resources development research, combined with the actual situation in Hunan, this paper analyzes new rural construction and the development of human resources in rural areas, identifies and assesses six key issues of Hunan rural human resources development at this stage. At last, I propose my recommendations and countermeasures from six aspects for these problems.
