Study On The Relationship Between Enterprises And Government

The relationship between enterprise and government from country to country varies due to differences of their politics, economy, culture and history. It will change with the development of politics, economy and culture and there is no common, effective and constant mode. Since the reform and opening up of China, especially after China's entering into WTO and China's economy globalization process, the main structure of domestic enterprise in China has been changed greatly. The international competitive principles and conventions have also formed austere challenge to the current relationship between enterprise and government in China. As a result, the relationship between enterprise and government in China has to be adjusted along with these changes and challenges.Stability is the premise of development and efficiency is the guarantee of development.Under condition of political stability of the country, the standard to valuate the effectiveness of the relationship between enterprise and government is based on the efficiency of resource allocation.Firstly, based on the efficiency of resource allocation,the article has researched the relationship between enterprise and government in the view of organization. By using the knowledge of organization, economics and history, an innovative conclusion has been made after systematic demonstration: The ultimate target of an enterprise is to make profits by means of monopolization; and the ultimate target of a government is to make society balanced and developed by means of effectively balancing the interests among all levels and groups. Secondly, the thesis has researched the relationship between enterprise and government in the view of economics. While researching the external defect of market the author has indicated: The key to controlling pollution is to find out a balance point of optimal utilization efficiency of resources to make full use of resources and make the welfare created by utilization of resources optimized. Many emission standards have been established for lots of industries in our country. These standards are actually the balance points of optimal utilization efficiency of resources. However, in order to make dynamic influence and show their achievements, some local governments increase the emission standard without any scientific basis and at the cost of economic development and production cost of enterprise, force enterprises to build factory buildings and production facilities according to high standards, forbid and limit some enterprises with certain pollution problems to develop in their administrative areas. What they are doing has violated scientific principle. As a result, the development of local economy is obstructed and social conflict is sharpened. While researching the public commodity, the author indicated: Our governments have a few wrong recognitions in the aspect of production of public commodity: 1 .The governments supply public commodity, but they regard the project of public commodity production as a profit-making project and charge customers for the public commodity. What they are doing has violated the principle of economic efficiency and is unfair to both customers and enterprises. 2.The governments give the right to charge for project to some individual investors and introduce private capital to invest the production of public commodity. This kind of method has violated the economic law in fact. However, its function has been exaggerated by some governments so that some governments have widely adopted it as the key to solving the problem of production of public commodity. These wrong recognitions of governments have caused a series of social problems. Finally, the thesis reviewed the evolution of the relationship between enterprise and government in our country in the view of history.The author indicated: the sharpest contradiction and the most serious problem of the relationship between enterprise and government in our country is the problem of national treatment in domestic and foreign-funded enterprises. At last, the author made a summary and put forward mandatory principles and suitable methods for establishing a new type of relationship between enterprise and government in our country.
