Study On The Growth Factors Of The Privately-owned Technological Enterprises In Kunming City

Privately owned technological enterprises rapidly rising in reforms and opening-up are the force that has the greatest vigor in small-and-medium enterprises in Kunming. They play a very important role in the industrial structure adjustment and the technological upgrading in Kunming City and even in the whole province. Recently, the privately owned technological enterprises have developed quite quickly. But compared with those in the country, especially with those in the coastal developed provinces and regions, Kunming's privately owned technological enterprises are quite small in number, weak in the overall strength, and there exists a definite gap in the outer developmental environment. In order to explore the inner and outer factors that promote or constrain the growth of Kunming's privately owned technological enterprises and to understand the demand situation of enterprises for policies in different periods so that the government's policies could have the best effects, the author chooses the growth factors of the privately owned technological enterprises of Kunming City as his study object. He tries to enrich the study content on problems related to the privately owned technological enterprises among academic and theoretical circles and practical workers through the exploration of the theme. At the same time, beneficial references can be provided for the privately owned enterprises of Kunming City to make enterprise developmental planning and for the government to conduct policy guidance and administration. In view of the shortage of relevant data and materials of privately owned technological enterprises in the current statistical system, forms of questionnaire and interviews of relevant enterprises are adopted, and sample data of 41 privately owned technological enterprises have been obtained. The following conclusions are drawn through the computation, arrangement, comparison and analysis of the sample data collected. Firstly, policy preference and the ratio of technical personnel are the most important factors that decide the growth of the privately owned technological enterprises. Secondly, compared with the developed regions in the country, Kunming's privately owned technological enterprises pay more attention to the high-tech, the products of high-tech and the implementation of the tax preference policy. Thirdly, there is few storage of high-tech products in Kunming's privately owned technological enterprises and there is not enough reserve strength existing in the research and development of science and technology, thus their technological superiority does not fully play its roles. Fourthly, the government should increase the technical support for the privately owned enterprises, promote the cooperation among enterprises, institutions of scientific research and colleges and universities. The transfer mechanism of the technological results that accords with requirements of market economy should be established and an excellent environment beneficial for technological innovation should be created. Based on results of the existing theoretical research, the following new attempts and exploration have been made. Firstly, in the study method, great amount of valuable first-hand materials is obtained through questionnaire, interviews with every enterprise concerned, statistics and analysis on Kunming's privately owned technological enterprises. The shortage and insufficiency of materials related to the growth factors of Kunming's privately owned technological enterprises are remedied. Secondly, there is certain breakthrough in the view angle of research methods. In the study of the growth factors of enterprises of the thesis, emphasis is put on the exploration of different stages of the enterprise growth. Especially in the study of environmental factors of enterprise policies, the mutual relationship between the policy "demand"of Kunming's privately owned technological enterprises and the "supply"of the policy environment is paid more attention to.
