As far as economic power is concerned, NIS is a multiplier of economic power. Through optimizing industrial structure and resources arrangement, NIS can make a country's economic power develop by leaps and bounds. From the angle of science and technology, NIS is a catalyst for science and technology. It creates the indispensable accumulation of information and technology means, and promotes strengthening science and technology power greatly. From the angle of military affairs, NIS is a magnifying machine. It increases the space-fighting ability of weaponry, and can deter or conquer military threats at a lower price. From the angle of culture, NIS is a protective god of cultural power, and it can enhance the capacity for national culture resisting the invasion of foreign culture. America's NIS as well as Japan's is in the front of rank the world over. China's NIS is at a low level. There is a big gap between the developed countries and China in NIS. China should use their advanced model of them for reference. Through countermeasures in several aspects or layers, such as government's support, marketization, strengthening talent training, pushing forward actively the course of the west China's informationlization and so on, so as to promote the full-scale development of China's NIS.
