The decisive strategic resource today when industry economy is being replaced by knowledge economy are human resource instead of physical ones such as land ,materials and energy. The content of knowledge economy -the physical nature of competition among enterprise has become the competition of innovation , which is the vital prerequisite for the survival of an enterprise.While high-quality human resource are the only headspring of innovation,management on human resource naturally becomes the key to modern business administration.In order to release the increasing pressure of elite talents crisis which becomes more and more serious brought about by the speedy development of economy and science and technology,the development of human resource in an enterprise has to play an even more important role than ever.Enterprises are confronted with furious competition on elite talents so they have to prepare their own strategies on human resource on long-term basis including,recruiting more excellent talents on one hand,and increasing investment on intelligence and developing existing human resource on the other.The training on working the stuff as being a very important means of the human resource development/virtually makes up the most vital composition of human resource management in an enterprise.The article is a applied research essay,the author stated that the training system forms the framework for completing all training needs and responsibilities. The establishment of a complete training system will help carry out better training.Guided by this principle,combined with analyses on current TongSheng corporation including its production,human resource management and stuff training together with existing problems,the author has ,on basis of its real situation ,finalized afairly complete human resource training systm for the enterprise.This training system consists of four components:training needs analysis.The author has made recommendations on proper establishment of orgnization and assurance system corresponding to the training system,in hope that the establishment of the complete training system will act as the guideline for future staff training.
