A Study On Property-rights Reform Of Rural Collective Economy Around Village-and-city Combinative Area

With the high-speed process of transformation of village-to-city on the border of Beijing cantonal area and the villages, the villages' field have been occupied officially so that the number of the lost-of-field fanners has been increasing these years. It's an important matter for our Changping local government to supply more jobs to the farmers and give them a satisfactory social security, and keep a stable social environment in the village area. Therefore our local government started a revolutionary work on the village collective economy-property rights system. The reform turns the capitals of the collective economy group into stock rights, and the fanners becomes stockholders. It realizes a tight combination of the economy development in the villages and the income-increase of the farmers which ensures that the farmers have enough daily expenditure.The government has successfully created some good methods by our continuous exploring work.. Considering the practical conditions of every trial-village, we establish a whole process of village reform. We also set up different models of stockholding and village's joint-stock board, and an electing process of the board-supervision group. All these measures ensure farmers' benefits effectively and protect the stockholders' rights.Some problems threatening the smooth and healthy development emerged with the reform though. In the report, we bring forth some relevant means to solve these problems with the aim at promoting the smooth spread of the e collective economy-property rights system in the area.
