Economy growth is the gross representation form of the economy development. It is the observable and measurable yet most realistic layer of the economy development. Many factors contribute to the economy development, in which capital, labor force, technological development and Human Capital are deemed to be the main and decisive factors for economic growth of a country. After researching the factors in economic growth in developed countries, the American economist T.W.Schultz addressed the viewpoint that human capital plays the decisive role in economic growth. The causation is the development of Human Capital including knowledge, capability, health etc. contribute to the economy growth much more than the increase of material capital and labor force. Human capital will bring out increasing benefits, by which the non human capital and income level of the labors will also be increased. The economy growth in Inner Mongolia has made rapid progress in recent years, its growth speed is conspicuous in all over the country. As for the intrinsic factors for the economic growth, much beneficial work has been done by some economists, most of which emphasize particularly on contributions to the economy growth by analyzing factors like capital, labor force and technology development. This article integrates theories of economic growth, utilize the analyzing method of quantitative economy model together with related data and information to research the role that the human capital plays in economy growth in Inner Mongolia Autonomous Region. By which it is expected to increase investment in human resource capital and adjust investment structure, in order to pursuit a rapid growth of economy in Inner Mongolia Autonomous Region.
