The non-government enterprise is a form of economy which developed during the process of economical system transformation and the period of the opening door outside to the world.From the 80's of last eentury,it has gained fast development with its gross industrial output accounting for half of the whole country's.Now,it has become a great force of absorbing labor force,improving revenue,aetiving market economy,promoting economical development,fostering harmonious society.However, there are many problems such as poor govornance,high financial cost and low quality of product facing the non-government enterprise during it's growing process .All those means the lack of the core competitive power.In the light of this phenomenon,the paper point out that organizational change is one of ways which can improve the core competitive power.The content of this paper can be summarized as follows:Firstly, the paper review the organization theory in western society and non-government enterprise organizational change in china., then the paper begin to explain the history of the non-government enterprise, contribution to national economy and some problems facing the non-government enterprise also have been discussed.Secondly, Based on the theories of biological evolution , the paper forms the model of two chains of enterprise qrganizational DNA(There are two basic chains in the model ,one is enterprise organizational structure ,the other is corporate governance, both of which are basic elements of the enterprise organization..the basic group of this model may be assumed as financial capital,human capital, technology arid culture).After defining some concepts concerned, the paper interpret the model of two chains of enterprise organizational DNA using the theory of self-organize.Thirdly, the paper analyze the organizational change mechanism of the two chains detailedly , one is enterprise organizational structure ,the other is corporate governance. On the basis of the summarizing the theories of forefathers,propose the model of three dimention (control rights, management station, enterprise form)corporate governance evolvement of the non -government enterprise. Meanwhile,the paper think information technology , non-government enterpreneuer., corporate culture and high financing cost have very important influence to organizational change. With the information economy coming after industry economy,it is necessary for us to study influence of the information technology toorganizational structure. Change on longitudinal and transverse information flow will lead to increase in the management range and flat organization. Using the method of the principal components through the Spss(statistics package for social science), The paper describes the three dimention(human capital,material capital .political capital) growing model of the non-government enterpreneuer.All these are reviewed followed by the discussion of the significance of corporate culture and technology innovation and financing to the sustainable development of non-government businesses.At last,Based on the model of two chains of enterprise organizational DNA,the paper give a diagnoses to the model using Analytical Hierach Process.Innovation: propose three dimention(human capital,material capital ,political capital) growing model of the non-government enterpreneuer by using the mathemaize modeling which testify some theory concerned , also analyze the model using Analytical Hierach Process.
