The Research On Analysis And Evaluation Method Of The Social Environment Of The Highway Construction Project

The highway is the infrastructure of the society and economy development, the social appraisal of the highway construction project plays an important part in the feasible study and post-evaluation. The article discusses the significance, present domestic and international research condition and content of the social appraisal of the construction project. It sets up the social influence index system referring to social index system with selection principle of index and foundation procedure. Quantitative index is converted to the qualitative index adopting the rate theory, This subject adopts based on principle that " the function is driven " to compose right law and based on principle that " the difference is driven " entropy value compose " addition " to give right of law, which is more reasonable. Because the project of highway construction includes many incompatible problems, and the quantity of the index is limit compared with "the long river of history", a gray matter-element of information model is established, combined with information theory with gray matter-element theory. The model has post-evaluation and making policy function. At last, it gets a good effect, the model applied to Cheng-Yu highway and Shen-Da highway , relatively analysing each other ,the result is similar to real situation, and comparing and analysing the disparity between two projects, the analysis result has reflected the difference of the area. The application of the model has fully reflected the index system that this text provides, the theory method that changes the quantitative index to the quantitative index, the method of comprehensive weight assignment of index, appraise model have greater practical value.
