Project bidding tender units is an important way for project selection characteristic of the project's contractor. The project evaluation process is the most important part of the evaluation quality directly determines the quality of projects.Therefore, in order to ensure that the project evaluation aspects of fair, impartial,scientific, reasonable and protect the interests of both the bidding and improve the quality of construction projects, research scientific, reasonable and effective evaluation theory has great significance.Based on the characteristics of the construction projects in the research status review, and an overview of the general principles of the program and the evaluation of project bidding, analyzing disadvantages of traditional evaluation methods, based on the proposed Entropy and Matter- Element Extension comprehensive evaluation methods theory and examples of verification.Firstly, the theory of engineering construction project bidding to start, the status quo through the detailed study of the bidding fine analysis of domestic and foreign construction projects evaluation and clarify the approximate direction of domestic and foreign research evaluation theory. This article also describes in detail some of the theories of bidding, a number of shortcomings and problems such as the scope of the tender, the way, the basic program and the evaluation process currently exists, through a combination of project evaluation is to analyze the actual situation, the system I have pros and cons of existing evaluation theory for the development of future evaluation theory provide some basis. The article also project evaluation index system conducted in-depth research, project evaluation index system was constructed.On this basis, the proposed combination of information entropy theory, entropy matter-element theory of matter- element extension extension theory, for the evaluation of the Project.
