| The performance evaluation of land renovation project is the evaluation and analysis of the performance and the comprehensive project performance after the implementation of the project,which has important realistic demand for perfecting the basic theory system of the land renovation project,improving the investment decision and supervising and managing level of the land renovation project,and is advantageous to the sustainable development of the land management.Based on this background,this paper selects 5 finished projects of land improvement in the area of Tianshui to conduct empirical evaluation.On the basis of the research on the definition of relevant concepts and theoretical basis,based on the “logic process” evaluation framework,the paper constructs a performance index system suitable of Tianshui,and uses the entropy weight element model to evaluate the project performance of the project completed in the area of the wheat plot,the main conclusions are as follows:(1)Based on the evaluation framework of "process logic" of land renovation project performance,combining with the analysis of the actual completed land regulation project in Maiji District,this paper analyzes the "resource input","organization and management","engineering construction" and society,ecology,etc.12 indexes were selected from 4 aspects of economic "comprehensive benefit",and the performance evaluation index system of land regulation project in Maiji district was constructed.Based on the study of entropy weight matter-element model,a matter-element evaluation model of land regulation project performance in Maiji area is constructed.(2)According to the indicators of the performance evaluation of land remediation projects(five completed projects),the performance of the two projects out of the two indicators of budget implementation deviation rate and scheduled completion rate of deviation reached the “excellent” level,but the performance value was low.Three project’s performance level is at the "general" level.The performance of five projects in the three indicators of investment per unit area,increase rate of cultivated land and rate of land use generally reached the “good” level.The performance of one of the four indicators of field road network density,annual increase in farmland income,percentage increase in grain production capacity,and increase in vegetation cover rate reached “good”,and the four project performance levels were generally at the “average” level.The performance levels of the five projects,including the soundness of management rules,shelterbelt density,and static investment payback period,were basically at the “worse” level and the performance value was low.(3)The overall level of performance of the project in Maiji District land remediationproject is low,the performance value varies,the performance level varies,and the difference between each project is large.there are 8 main influencing factors in the performance of the project(5 projects represented by the project)of the land improvement project in Maiji District,respectively.They are as follow: the imperfect integrity of management regulations,low road network density,long static investment recovery period,low vegetation coverage index,unsatisfactory annual increase in farmland income,low density of shelterbelt forest,poor budget implementation,and poor grain production capacity.These have resulted in low project performance.Among them,the management regulations,field road network density,static investment recovery period and vegetation coverage rate have the greatest impact. |
