The effect-checking of middle administrative staff and that of personnel have very great differences in both content and form. The role of middle administrative staff has dual natures: it is not only the executive layer but also the manager, and the principal checking parts include higher-level leaders as well as subordinate staff. How to check them effectively, and how to distinguish individual effort from team contribution convergence have become the realistic problem with which researchers and practitioners face at present. With the development of NingXia QIYUAN Medicine Company (called QIYUAN Company for short below) , it is the urgent problem to be solved at present for the company that how to encourage middle administrative staff pointedly and establish scientific and reasonable effect-checking system of middle administrative staff, to enforce the bind between the decision-maker of the company and carrier, and also to improve the whole company's implementation efficiency. This paper analyzes the development course and current effect-checking system of QIYUAN Company and it believes that there are some problems with this system such as the too simple checking method, the highly subjective checking index, the lack of quantitative index, the inexplicit achievement goal and the unreasonable contribution differentiating etc. On the basis of managers-effect-checking theory in and abroad analysis and using the Analytic Hierarchy Process, this paper establishes the QIYUAN Company's middle administrative staff effect-checking system pointedly according to the combination of qualitativeanalysis and quantitative analysis principle. It fixes the checking index and corresponding weight of QIYUAN Company's middle administrative staff effect-checking system, poses the checking standard and explores particular measures of this system's implementation. These measures include the preparation before establishment, the specific method to establish and the result feedback after establishment. Through analysis, demonstration, model establishment, index and standard determination as well as the checking system implementation, this paper proposes the relative overall, concrete and easy to operate middle administrative staff effect-checking method of QIYUAN Company.To ensure the system's validity, it also analyzes factors which may influence the checking result, and explores the management result and checking effect, thus it can guarantee the effect checking objective and reasonable to the maximum extent. This paper redesigns QIYUAN Company's middle administrative staff effect-checking system to encourage middle administrative staff more efficiently and pointedly, and to service the strategic development of the company and the self-job development of middle administrative staff, so as to improve the overall effect of this company.
