Textile industry has made great contributions for economic and social development of Ordos. In the process of growing up in the textile and garment industry, improving the internal management mechanism is the key to seize the marke、build brand Undoubtedly, A person is the basis to build enterprise’s core competitiveness and the core issue of internal management. Middle managers become the most important human resources and play a decisive role in enterprise development. How to incite their willingness effectively has become the main focus of humane resource management, and meanwhile the key issue of the sustainable development of the enterprises.This paper, on the basis of a theoretical research and expert validation, which considered with the specific needs of middle managers, summarizes the influencing factors of incentive. At the same time, it analyzes the relationship between motivational factor and incentive effect. Put forward corresponding countermeasures of middle managers incentives to optimize the motivate mechanism for the textile and garment enterprises in Ordos. The main content of this paper included three parts:(1)Based on the relevant literature and expert validation, this paper analyzes and summarizes the main motivators of middle managers, establishes middle managers incentive factors and effect model, puts forward the hypothesis.(2) Several representative textile and garment enterprises in Ordos which are selected as the research objects. This paper used several analysis to verify assumptions and analyze the importance of the motivator and the relationship between motivator and incentive effect.(3) According to the the analysis, this study proposed suggestions to optimize incentive mechanism of middle manager.The conclusions of this study mainly included:(1) The middle managers of textile and garment enterprises in Ordos believe that the five most important motivational factors are the pay and benefits, the prospect of business development, job promotion, fairness of performance appraisal, interpersonal relationships.(2) The motivational factors of middle managers in textile and garment enterprises in Ordos include four dimensions:work-characteristic motivator, achievements motivator, environment motivator, security motivator.(3) The specific motivators have different influence on middle managers incentive satisfaction and enhancing the personal performance.
