The forest is an important resources, including the object resources and the environment resources. Now the public pay more and more attention to the latter, such as to keep the source of water and purify the air etc.In order to make use of the forest environment resources adequately, the researches has designed many calculation and evaluation methods and set up a series of evaluation indexes to calculate and evaluate its state and function objectively. But the result of calculation and evaluation is hard to make people accept. The reason is some indexes lacking the credible and overall data to support them. So it is necessary to build up a set of practical, scientific, systematic dynamic monitor indexes to guide the actual work which is relevant to the evaluation and calculation data collections, according to the content and essence of the forest environment resources.The author deeply studies the documents which has formed, including the forest environment resources, the ecology environment etc. fields. Then uses the theoretical and practical results in those fields as reference, and .takes the Minjiang valley of the Fujian province as the basis to build up a series of dynamic monitor indexes according to the seven kinds value of the forest environment resources.Furthermore, the author designs the database and the information system framework of the forest environment resources, combining the knowledge of information and database system and the experience in the information system of the related realm. This system provides a "platform" for obtaining, saving, converting these monitor data. It has various function moulds, such as, the data importation, the data processing, the information inquiring, the information printing etc.This paper is organized as following:Chapter 1 is preface, describes the paper's historical background and the study's development process. Chapter 2 is outline of the Minjiang valley. Chapter 3 to 5 are the emphases of this paper, building up a series of the dynamic monitor indexes and setting up the information system framework of the forest environment resources. Chapter 6 is the summary of the paper.
