Urban Administrative System, one of the national systems of importance, has great influence over the politics stabilization, economy growth and social advancement. Especially it is indeed the case now. As a result of the rapid development of society and economy and the mighty advance of urbanization, the amount of Chinese cities and townspeople swiftly increased and the scale of each city enlarged. On another hand, it demonstrated the necessity of its urban autonomy in positive and negative ways, that is, it demonstrated the positive significance of Chinese urban autonomy in positive way but the kickback of Chinese urban non self-governance in negative one. Additionally, through compared and contrasted the western local autonomy pattern, it put forward the leading and basic principles of incremental autonomy of Chinese urban area with the base of study on Chinese economy and politics reform. First of all, it indicated that urban autonomy right should vest in governance rights and the national governance rights were demisable.
