Driven by the tide of technology revolution, China's hi-tech districts have been founded to boost the development of hi-tech industry, becoming the radiation center of reforming the traditional industry, accelerating the development of zone economy, setting a good example for China's reform.In early times, the development of hi-tech districts were made by favarable policies. This "heat of hi-tech districts" led to many problems such as too much quantity, too low industrialization and managing system and running mode laging behind. After 10 years' development, no scientific managing system and running mode under systematic theories have been foemed, which heavily restricts the further development of hi-tech districts.This essay is a combination of theoretical research and practical problems. With the method of public administration, led by the theories of "New Public Management", based on the understanding of managing systems and running modes, the author examined the current problems of hi-tech districts and tried to find out the programmes of reform.The essay is composed of 4 parts.The first chapter introduced the topic and the theories of "New Public Management" and presented the research methods;In the second chapter the author briefly introduced the bachground, contents and basic forms of hi-tech districts as well as the policy superiority and function settings;The third chapter focused on introducing the hi-tech managing systems and running modes in domestic and foreign countries, analysed and diagnosed the main problems of hi-tech managing systems and running modes;In the fourth chapter, the author took Chengdu Jinniu Hi-tech District as the example, presenting the methods of reform.
