The Dominant Mode And Running Mechanism Research Of Construction Agent System In Government Investment Projects

The traditional mode of government investment projects management in our country has somany abuse that it cannot adapt to the requirement of socialistic market economy system.Construction agent system emerged as the times require,and has been tried outin China since in the nineties of the twentieth century,it gathered plenty of practice experiences and the effect of such system has been proved to be favorable, the system is announced accordingly as the present direction for innovating the management of the projects invested by the Chinese government.But as a new project management,the construction agent system is still immature,it has mo clear law orientation,market manipulation and industry management system.There are many differences in the process of standardization of the construction agent system.To solve the problem of nonstandard,this paper makes analysis and compares with the various modes of the construction agent system,and designs a reasonable and feasible dominant mode on the base,then clarifies its law gist and running mechanism. To realize this mode well,there are still three important problems deserve attention: the establishment of market admittance rules,the confirmation of the status in law, and the fees in contract management.The paper makes respective research to these three problems and brings forward some particular opinion,thinks that construction general agent and real estate exploitation corporation are the best to be construction agent corporation,the contract signed by three sides are civil commission contract,the fees are calculated in a improved project of surplus encouragement added to construction agent,and the construction funds are managed in a special account system.The writer wishes these opinions are helpful to the perfect of the construction agent system.
