China has abundant fishery resources. In the early days of reform and opening to the world, due to the factor that price of farm product was far behind that of aquatic product, a breakthrough has been made in fishery and fisher's income has increased at top speed. Consequently, with the extensive development in fishery economy, however, the fishery resources in our country reduce gradually, and at the same time, fishery benefits decrease continuously. This has a great impact on fishermen's income, and their income does not increase apparently even in a prosperous year. Above mentioned becomes more prominent, especially fishery agreement of Sino-Japan, of Sino-Korea and of Sino-Vietnam was signed respectively. Under this background, it seems urgent to study the problem of how to increase the income of fishermen in our country.This paper reviews the developments and changes of the income of Chinese fishermen after the founding of the People's Republic which are divided into two developing stages: from the founding of our People's Republic to 1978 and from the opening-up in 1979 to date. The later stage is divided into another five stages: the stage of growth at a high speed from 1979 to 1988, the stage of growth declining from 1989 to 1990, the stage of growth hesitating from 1991 to 1993, the stage of growth declining again from 1994 to 1997, another stage of growth decelerating from 1998 to date. This paper analyzes the present situation of growth decelerating of the income of fishermen in our country and widening gap between town and country by giving a series of full and accurate statistical date and by combing theoretical analysis with case analysis, and hence comes to the initial conclusion that there are a few major factors that affect the growth of the income of fishermen in our country. They are price, quality, cost, scale, burden, macroeconomic circumstances and policy. Finally, it proposes some countermeasures on how to increase the fishermen's income in order to attain the developing goal of fishery economy of our country and the national economy.The novelty of this paper lies in the following: the paper analyzes the actuality and character of the Chinese fishermen's income, and specific suggestions are put forward to develop the national economy.
