In recent years, with the deepening of the Blue Economic Zone, coastaldevelopment has gradually become the focus of attention in various areas. Coastaldevelopment and utilization have become increasingly frequent. In particular, coastalaquaculture, coastal tourism, economic and technological development zoneconstruction is booming. Marine provide good conditions for economic development.However, We should also note that economic losses caused by marine disasters incoastal areas are also escalating. The storm surge disaster is a marine disaster occursin coastal areas of China, which has the highest frequency and maximum extent of thedamage. It often occurs in densely populated and economically developed areas. Itcauses Serious consequences, such as the dam and residential been destroyed,aquaculture been invaded, farmland loss, personal injury and death. It will bring hugelosses to the national economic construction and people’s lives and property.Throughout the study of storm surge disaster at home and abroad, most scholarsresearch from the perspective of natural science. For example, the characteristics,causes, methods and risk assessment of storm surge disasters. And they have mademany valuable research results. But few scholars study in how to make natural scienceresearch applied to real economic production and disaster management practices, tocarry out economic warning of Storm surge disasters, effectively reduce the economiclosses caused by the storm surge disaster. Further more, almost no one research on theincome change or income security of fishermen under the influence of storm surgedisaster. On the basis of existing research results, this paper combines natural scienceand economic science to explore the general laws of storm surge disasters affectingthe income of fishermen, with integrated use of natural disasters, disaster economics,social security and fuzzy math theory. It provides theoretical support for protectingthe income of fishermen.Firstly, this paper makes a brief overview of the storm surge disaster. This part describes the definition and classification of the storm surge, the causes andcharacteristics of storm surges in coastal areas in China. It also introduces thesituation of the loss caused by storm surge disaster in recent years. Then, according tothe income characteristics of fishermen in China and loss characteristics of the stormsurge disaster, this paper uses reasonable damage assessment methods to assess theincome loss of fishermen caused by27storm surge disasters logging in Guangdong,Fujian and Zhejiang coastal areas in2001-2009. And on this basis, the paper usesgeneral statistical analysis and gray relational analysis to analyze the relationshipbetween the intensity of storm surge disasters and loss of income of fishermen. Theanalysis shows that it is unreasonable to estimate the income loss of fishermen simplythrough the strength of the storm surge. In order to pre-assess the income loss offishermen caused by storm surge disasters reasonably, the article uses fuzzycomprehensive evaluation method to establish a warning model about the income lossof fishermen. The model uses the maximum wind speed, rainfall, the largest increasein water, the minimum pressure, the density of the regional economy, populationdensity, geological hazard, regional disaster reduction ability to represent the hazardof storm surge disaster, hazard bearing body, pregnant environment of disaster anddisaster prevention and mitigation. It uses AHP to determine the impact of the factorweights, and then calculates the comprehensive evaluation index of each storm surge.Then, the paper does regression analysis between comprehensive evaluation indexand the income loss rate of fishermen (the rate between income loss of fishermen andtotal output value of marine products), to obtain the optimum power functionregression equation. It uses the model to assess the income loss of fishermen causedby storm surge disasters landed in China in2010as case study. The results show thatthe model is ideal in pre-assessing income loss of fishermen. Finally, the article alsoraised some suggestions to minimize the income loss of fishermen under the influenceof storm surge disasters from three aspects.
