Postal finance takes a very important place in a country' s financing system. Its development degree directly influences the process of financing liberalization. It places an important role in promoting the economic development and satisfying people' s various demand of financing. This thesis tries to develop the problem of orientation of Chinese postal savings. The existent problems in the current system have a bad influence to the economy and finance. In order to develop the postal savings healthily and orderly and to perfect the banking organization institutions, the reforming actions should be taken quickly.Facing the realistic condition in the intense competition, in order to get a stable development and avoid unnecessary losses in the process of reform, the postal savings reform.of China should be on the foundation of thorough investigations homeland reality referring to the successful experience of developed countries whose financial trade develops relatively mature. The problems that appear in the reform of Japanese postal savings are similar to our country. It will be helpful to study and analyze the postal savings reformation of our country by means of thoroughly researching the development history and summarizing the successful experience of Japan. It has great historical meaning and practical value.Concerning the differences in national conditions and in the period of development, this thesis does not adopt the one-to-one corresponding law of trade-off study. On the contrary, it takes the procedure of analyzing the Chinese present situation, then summarizing Japan' s experience and then feasibly analyzing Chinese national conditions. The methods of material study and induction, qualitative and quantitative study are used. It firstly makes clearthe orientation of Chinese postal savings in the financing institution system. Then the problems in the process of reformation are disclosed. The third part intensely studies the Japanese development history of postal savings reformation. The last part puts forward the measures that are relatively suitable to our country' s situations.
