The Dynamic Mechanism Of Arable Land Non-agriculturalization In Jiangsu Province

China is undergoing rapid industrialization and urbanization. Therefore, People's living standard is unproved with steady steps, and the landscapes of urban and rural are changing with each passing day.Industrial non-agriculturalization promote the agriculture land non-agriculturalization. The standout contradiction of land use are the expanding of construction land and the loss of agriculture land, especially, the loss of arable land. Therefore, it is very necessary and significative to pay great attention to and research the problem of arable land non-agriculturalization.Since 1990, the process of the change of the arable land and arable land non-agriculturalization indicates that, the area of arable land decreased consistently at the end of the year, and decrease rate of the area of arable land became quick and quick, and the gap among regions was enlarged further. The arable land non-agriculturalization is becoming the main cause for the loss of arable land. It was in a rising trend in general from 1990 till now, but with a big fluctuation. The net decrease of arable land and arable land non-agribulturation concentrate in Sunan, where is higher than others.Following, the author analyzes the dynamic mechanism of arable land non-agriculturalization as viewed from it's inducing mechanisim realization mechanism and push-block mechanism. Then, the author obtains the conclusion: the pursuit of the profit maximization and opportunity cost minimization are the prerequisite of the arable land non-agriculturalization. Construction land's marginal income is higher than the agriculture land's, which is the inducing mechanism of arable land non-agriculturalization, and the degree of capital abundance and the style of development is it's realization mechanism, and the cost of exchange is its push-block mechanism. The interaction of the three is the dynamic mechanism of arable land of non-agriculturalization. Different dynamics drives the arable land non-agriculturalization in different periods in Jiangsu province. For example, town-village enterprise and development zone are the mainly dynamics in the leading position in 1990s. However, with the reform of town-village enterprise and the declined of development zone, the arable land non-agriculturalization enters into the trough. Consequently, as the inflow of foreign investment, the reform of town-village enterprise and the enforcement of the development strategy of the area along Yangtze river brought the process of arable land non-agriculturalization to a rapid development period. Policy always has a great influence on the arable land non-agriculturalization and is the important reason for the fluctuation of arable land non-agriculturalization.The arable land non-agriculturalization is a kind of resource conversion from low efficiency utilize to the high level, an import protection for social economic development in a high speed, and also a unavoidable ridge in the process of industrialization and urbanization. In spite of problems, the author contends that we should take a positive attitude toward arable land non-agriculturalization, which promotes the efficiency of resource use, and guarantee the rapid development of social economic , industrialization and urbanization. Therefore, our task is to solve the problems and ensure the healthy arable land conversion to construction land. To realizing both the rapid development of economic and social stabilization, protecting arable land> intensive land use and trying every means to save land are the efficient ways.
