Research On The Scale Of Arable Land Protection Based On Marginal Benefit Analysis

Arable land is the survival of the human production information, but because along with the blooming development in recent years of China’s socialist, the tendency of urbanization is becoming increasingly prominent, construction land continued to agricultural land expansion, the industrial structure has also undergone a fundamental change, resulting in decreasing the quantity of arable land, in view of the situation that China is a country with a big population and less arable land, the government has repeatedly stressed the need to strengthen the work of protection of arable land. Henan Province, as a major agricultural province and a big population province, play a decisive role status in the national food security, the arable land protection work has always paid more attention, and Zhoukou City, as the most important commodity grain base of Henan Province, the arable land protection work is the priority among priorities, so study of arable land protection in Zhoukou City has very important significance.This paper based on the analysis of the present situation of land use in Zhoukou City, measure the area of arable land to ensure food security, on the premise of ensuring food security, based on marginal benefit analysis, calculate the protection of arable land area, make a comparison with the current cultivated land protection area of Zhoukou City, conclude the current arable land protection area of Zhoukou City is not only larger than the area of arable land based on food demand, further than the arable land area land benefit maximization, the state and the government of Henan province should not only according to the number of the protection of arable land surplus, but also need to consider the loss of land benefit in the arable land protection, combine the two comprehensive consideration of the problems, build incentive compensation mechanism of arable land protection.This paper is divided into four parts:The first part: introduce the research background and the significance of arable land protection, summarized the research and experience of arable land protection at home and abroad, explain the research methods and technical route in this paper; explain basic theories related to the protection of arable land, including land resource scarCity theory, man-land relationship theory, input-output theory, sustainable development theory, the externality theory, marginal benefit theory.The second part: analyse the present situation of land use, characteristics and existing problems in Zhoukou City, on this basis, from the quantity, structure and dynamic change, analyse qualitative and quantitative of arable land in Zhoukou City, explain what cause the increase of arable land and less situation in recent years. Results show that by the end of 2012, Zhoukou City has 857766.7 hectares arable land, the per capita arable land area of 0.076 hectares; Differences of arable land quality in each area is not big, Which accounted for 94.57% of irrigated land; the dynamic change of arable land has experienced 2 stages: 2001-2008 years of relatively stable stage, 2001-2008 years of rapid decline phase.The third part: build the protection of arable land scale of Zhoukou City models, put forward theoretical basis, theoretical model and calculating formula. Through to the population, per capita grain, self-sufficiency rate of grain, the ratio of grain, multiple crop index and grain yield per unit area, determine the arable land area in 2012 to ensure food security for the 542930.07 hectares, 588076.33 hectares in 2020. Concluded that the arable land resource in Zhoukou City in 2012 unit area by calculating the social value and ecological value were 422706.48 yuan/ha, 27400.16 yuan/ha, which determine the land as arable land and construction land use of arable land area of marginal benefit is equal to 150295.8 hectares. The results show that the Zhoukou City in the arable land protection in general is reasonable, but the rational behind, there are "unreasonable", namely at the expense of more land benefit, need not only according to the of the protection of arable land surplus,but also land benefit loss of earnings, combine the two point of view, build incentive compensation mechanism of arable land protection.The fourth part: according to the actual situation of Zhoukou City, separately from the ideological, legal, administrative, economic and technical aspects of the arable land protection in Zhoukou City and puts forward the countermeasure proposal.
