Research On The Systematic Management Of High & New Technology Enterprise In Heilongjiang Province

To revitalize the old industrial base of the Northeast is a great strategic plan in our country's social economic development in the 21st century and has offered a great historical opportunity for the development of economy, science and technology in Heilongjiang province. High and new technology industry plays an extremely important role in its overall strategic arrangement of developing six industrial bases, one industry and three platforms for revitalizing. How to grasp the opportunity to strengthen the systematic industry management by the level of high and new technology enterprise which has become a strategic subject that must be resolved as soon as possible by the government administrative department in Heilongjiang province.This paper analyses and arranges domestic and international relative management theories and practice research trends of high and new technology enterprise, then it analyses the current development state and disparity of high and new technology enterprises between Heilongjiang province and domestic developed areas, and points out the problems existing in the course of its development. Aim at the management state of high and new technology enterprise, the paper uses some theories such as regional management theory of high and new technology enterprise and enterprise comprehensive advantage theory etc. to analyze the weak chains of the macro management and put forward the method of systematic management. The paper analyses the comprehensive advantage influential factors of high and new technology enterprise from four respects: enterprise's external environment condition, internal resource condition, management level and sustainable development ability and establishes theenterprise's comprehensive advantage evaluating index system and method. On the basis of above research, the paper uses medical enterprises in Heilongjiang province as the positive research target and brings forward the development strategies and tactics by the level of enterprise and government. This paper provides effective management thought, method and means for systematic management and comprehensive advantage analysis of high and new technology enterprise and offers theory support and reference to strengthen the management of high and new technology industry in Heilongjiang province further.
