The article expounds the essential factors of capability evaluation system by analysing value of high and new technology enterprises, lifecycle and characters in startup stage. The whole article makes every effort to structure a new index system of evaluating competitive capability of high and new technology enterprises in startup stage and embody managerial level and growing potential. Based on the principle of management science, economics and technical economy evaluating theory and methodology, this article advances an evaluation system on competitive capability of startup stage high and new technology enterprises according to the situation of national development zones. By analysing and setting of essential indexes, it establishes an evaluation model, and makes an integrated evaluation of three representative high and new technology enterprises in Baoding National Hi-tech Zone to make suggestions.
