The main contents of the dissertation are as follows:Firstly, the dissertation makes analysis and comments on cluster research state at home and abroad and the theory basis of this research. Then it summarizes the relevant developing experience and revelation of cluster through the systematic analysis on developing situation of high and new technology enterprises cluster at home and abroad and the case study on typical cluster such as Silicon Valley and Cambridge.On differentiating and analyzing relevant concepts of cluster, the dissertation gives the definition of high and new technology enterprises cluster, depicts its characteristics and classifies cluster based on different criteria. After that it discovers the development and evolvement rules of high and new technology enterprises cluster by using the theories of complex system and lifecycle and analyzes the technological innovation characteristics and conditions of high and new technology enterprises cluster. Whereafter the application tactics of cluster comprehensive advantage evaluation system are put forward.According to cluster comprehensive advantage theoretical perspectives and the demands of China's new industralization, the dissertation puts forward the basic mode which is also named archetype structure of modern high and new technology enterprises cluster, and designs its basic building criteria by using some national statistic index and quantitative criteria for reference. Then it designs the evaluation index, method and selection tactics of high and new technology superior enterprise based on cluster comprehensive advantage evaluation index. The relevant tactics that contribute to promoting cluster comprehensive advantage are presented from the view of regionalization and globalization, and the cluster policy system is framed based on the function and design principles of cluster policy.At last, the dissertation makes positive research on high and new technology enterprises cluster in Harbin by applying cluster comprehensive advantage theory and method.
