Research On Returning Farmland Into Forest Or Grasses And Continuing Economic Development Of Rural And Pastoral Region In Inner Mongolia

Returning farmland into forest or grasses project is one of important contents in carrying out the construction of ecological protection during the development of our western part.This great project refers to harness the erosion of wafer and soil, improve ecosystem, and promote the coordination of economy of western and eastern parts, and also stimulate the continuing development of the whole national economy. The starting on returning farmland into forest or grasses project can connects to a series of important issues, such as the present income and living of farmers and herdsman, concerning on exploiting soil, adjustment of structure of rural economy, and regional economic development.This paper analyzed the function of returning farmland into forest or grasses on continuing economic development of Inner Mongolian rural and pastoral area deeply. And outline the underlying problems in present carrying out returning farmland into forest or grasses project. From the standpoint of our country, regional government and household, this paper offered policy and suggestions on how to reuse farmland better.This paper systematically analyzed and studied implementing the effect of returning farmland into forests and grass and also existing problems in Inner Mongolia, which is based on the contents of the background of policy development logic and strategy meaning. And it offered suggestion and system creativity about continuing healthy development of this project.Because of the reason of policy system and technology economy, the process of implementing project showed various kinds of problems, such as fund, technology, management, and cognition. Doing it better, we must lead it to market, explore new mechanism, and starts to macroscopic regulation in order to continue this project more effectively.
