Since it was carried out in 1999, the project returning farmland to forest has made significant ecological performance, social and economic performance. As is regulated by the government, economical forest has 5 years' grain and cash subsidies, while ecological forest has 8 years, so the first batch of ecological forests will be due one after another. However, because most of the economic forests and ecological forests have not grown up, it is no doubt that stopping the subsidy will influence the farmers' normal life and their will of maintaining the results of returning farmland to forest, and it will therefore influence the objection that our government's keeping and promoting our country's ecological environment. To consolidate results of returning farmland to forests, and to solve farmers' problems in life and long-term livelihood problem, State Department perfect the policy of returning farmland to forest. Subsidy extend a grant cycle and win a buffer period for the development of forest industry. But if farmers' long-term livelihood problem cannot be solved, the results of returning farmland to forest will not be maintained,and the deterioration of the environment will bring about obstacles to farmers' sustainable development. The vicious circle will be difficult to overcome. Therefor, it will be important to achieve farmers' long-term development under maintaining the results of returning farmland to forest.In order to solve these problems, this research divides the project into two stages. One is economical forest's 5 years subsidy and ecological forest's 8 years subsidy. The other is that the forests have not reached the stage of harvest and our government continues to compensate them. As in this article, we first apply economic man hypothesis, game theory, theory of public goods, institutional change theory, theory of sustainable development to analyze the necessity of maintaining the results of returning farmland to forest and achieving farmers' long-term development. Secondly, through the investigation, we Sum up some farmers' self-development model, and we discuss its economic benefits, its advantages and disadvantages in order to provide guidance for farmers' long-term development. Thirdly, we also use logistic regression analysis to find out the factors that influence farmers' will in the different stage to maintain returning farmland to forest, In doing so, we can play positive factors and avoid negative factors, which can maintain the results of returning farmland to forest and achieve farmers' long-term development..
