Facing the trend of the urbanization, our land planning experts have all sorts of different suggestions about what kind of urbanization road we should take. In the past, because our country implements the policy of "controlling the big city size strictly and developing the medium-sized city and small city rationally", so the development of big cities was limited. About how to choose the policy of city size of our country in the future, numerous experts suggest that large medium and small-scale cities should be both under the coordinated development, and with not slowing down the development speed prerequisite of the small and medium-sized cities , big cities should be under the appropriate development. Because in the process of urbanization, it is a trend of urbanization development of the world that the development speed in big cities is faster than in small and medium-sized cities. Big cities have the functions to drive the surrounding area to develop economic because of its complete function and high economic benefits which small and medium-sized cities cannot replace.As a country with 1,300 million people, the problem of agriculture and grain is the key problem which should be placed above the other things especially. So, the agricultural land should be protected by the most effective means while the city is expanded and the economic is under developed, this problem is a contradiction of "built" and "having a meal". Although these two respects have been considered in current land planning management, but because of some defects on actual management and planning means, there are a lot of unscientific and unreasonable aspects in coordinating city development and protecting agricultural land.After researching and analysing the existing problems of current planning management of our country and according to "rational development", this paper put forward the conception of Urban Growth Boundary in land planning management in our country. Rational development means use comprehensive planning to manage, plan, develop, renew and construct the community, so as to realize such the harmony development in society, economy, environment, health, house and traffic etc., and to realize more compact pattern of cities' development. As far as the land, it is to strengthen the its planning, confirm cities' development border, improve the density of urban building, realize the maximization of the utilization efficiency of existing urban land, renew the current urban areas, protect animalsand plants and basic farmland. According to predicting, the process of urbanization of our country will enter a very fast developing period, the urbanization level will rise to 50% from 30% in the following 15 years. Following the improvement of the urbanization level, the urban scale will be expanded rapidly, thus urban farmland of edge is it threaten to take up a great one, therefore method to introduce UGB control city area scale to solve the effective means of contradiction.
