Encourage is the core issue of human resource management activities. The investigate research about Encourage effect is scarcity in enterprise actual HRM activities at present. Although enterprises have implemented a set of Encourage measure, there has the requirement to be further improvement in many respects.The dissertation is based on a great deal of literature and research. It analyzes the encourage status of Petrochina Changqing Oilfield Company (PCOC). Focusing on the result of physical encourage is still the most important instrument, it is presented a physical encourage-oriented designing idea which based on performance evaluation, adopted encourage, salary theory and applied the theory and reality related method, quantity and quality analysis method. Combining the fact of PCOC, the author studied the encourage system and existing problems of managerial staff, technical staff and operational staff respectively, pointed out marginal utility degression appearing in secondary managers' physical encourage, duty promoting is the only access to ordinary managers' salary growing. Encourage is scarcity.In order to solve the problems, the dissertation discussed the idiographic measures and suggestions as follows: the widened salary grade structure should be implemented, secondary post salary should classify and grade according to duty, performance convertible award should be carried out in terms of post's manage difficulty coefficient. To the limitation of technical staff's salary, award are all by the title of a technical post, the author gave the short-term and long-term improving scheme, discussed scientific research'squantity examination mode which is adapted to technical staff in terms of item team's group aspect and individual aspect. "Equal work but not equal pay" is the main problem of operational staff's encourage. So "equal performance for equal post" system should be implemented, that is the base pay holds existing standard, the bonus carries out the standard of equal performance for equal post.Finally, the dissertation processed the balance analysis to the three kinds of staff's physical promoting. In order to assure the encourage system more effective, it put forward the improvement and implementation suggestion from three phases which is encourage system designed stage, scheme experimental unit stage, propaganda and training stage.
