In the process of comprehensive budget management performance, whether the evaluation index system is reasonable,evaluation process is objective and fair,evaluation result is scientific and reliable has the very vital significance to find the problems in the comprehensive budget management and to improve the level of comprehensive budget management. However, the comprehensive budget management performance evaluation has not obtained significant breakthrough in theory and practice at present, in lack of a scientific and reliable evaluation theory and methods.In this paper, taking Changqing Oilfield Mining Division as research object to make a research of performance evaluation of comprehensive budget management through theoretical research and empirical analysis ways. Firstly, the article describes problems in comprehensive budget management of the Mining Division and the importance of making a performance evaluation.
