Study On PA System Of Jingyin Maritime Bureau

In knowledge economy era, the market competition has translated into human resource competition from material resource competition. As a critical part of Human Resource Management, the performance assessment (PA) plays a pivotal role. Almost all aspects of HRM including employment, training, personnel adjusting, payment and promoting are based on PA.How to set up science and rational PA system and more effectively appraisal? This paper based on public sector HRM, Civil Servant, MIS, maritime management theory, and so on. Through directly surveying the actual conditions of Jiang Yin maritime bureau's personnel assessment of performance, the thesis attempt to explore a new method that analyzes the PA's factors more thoroughly.This dissertation discusses and analyzes the theoretic foundation, confirming the quota and proportion system, methods of evaluation and operation. The thesis considers that performance is the result of many factors act synthetically. There are complex and dynamic mutual actions among the factors. It mainly consists of three parts as following:The first part mainly introduces and analyzes the situation of PA at foreign-domestic area. It explains the aim of studying the question. And it introduced some pop PA's way. This part included chapter 1 and chapter 2.The second part mainly analyzes the situation of Jingyin maritime bureau's management. On the foundation, it offers the way of PA in the Jingyin maritime bureau. This part includes chapter 3 and chapter 4.The third part is the most important one in the article. It applied the computer and information's technology in order to achieve MIS. It includes chapter 5 and chapter 6.Guided by the thinking, this paper puts forward a new concept of PA. It starts from post of easy quantified and gradually assesses. At last, they are systematized. The paper makes a innovative exploration in study of PA.
