Since 1980s, with constantly fierce market competition and fast development of information technology, enterprises are utilizing all services 3PL can offer in order to make the advantage on the competition. So, 3PL industry rises quietly and plays more and more important roles in the logistics industry. According to IDC investigation and expectation, EU logistics service market will steady increase with 3.3% in the following several years, which will reach 61,300 million dollars by 2005. Among them, logistics outsourcing market will increase fast, it is estimated that logistics outsourcing market will reach 53,900 million dollars with average annual increasing 13.1% by 2005. But utilization ratio in 3PL of our country was still fewer than 30%, a lot of enterprise inclined to the self-operation logistics, which lead to overlapping investment and resource wasting. This has caused enterprise's whole logistics cost of our country to remain high, which has reduced enterprise's international competitiveness seriously. Furthermore, enterprises hanker after the self-built logistics, not outsource logistics business, which make it difficult for logistics enterprises of our country to develop healthy.Why do enterprises of our country make little progress in logistics outsourcing? One of its basic reasons is to fear risks in the course logistics outsourcing and lacking the scientific cognition and scientific countermeasure of enterprise logistics outsourcing. For this reason, this thesis uses relevant theories of risk management, information economics , game theory ,etc. to take systematic research to enterprise logistics outsourcing and risks prevention. Firstly, this paper mainly talk about value and classification of enterprise logistics outsourcing; Then carefully analysis the risk mechanism of logistics outsourcing; third ,this paper study the risk factor analysis of logistics outsourcing; risk cognition, risk system designing and risk comprehensive evaluation; Finally, the paper study risks countermeasures system designing.This paper will contribute enterprises a more objective understanding to logistics outsourcing and risk, and not take a kind of passive avoidance attitude to logistics outsourcing, but go to utilize it to serve for themselves voluntarily and take the effective measure to prevent following risk. I expect the research can offer helpful reference to enterprise logistics outsourcing and risks prevention of our country finally.
