Competence management based on post is to study staff management from the angle that dynamic match. Through the scientific analysis of organizational competence needed , and resolving them to each post, we can offer the basic platform for human resources development and management. Though combing of post and the competences require in post competence , the assessment of staff competence , and the competence of the Staff development, the staff competence can be promoted , and the organization has strengthened and consolidated the key competitiveness too.This text set up the post dynamic model of the competence management based on post .It is on the basis of staff competence that hillock match dynamically manage model .This model is divided into three parts. They are the discern and confirm of staff competence, the keeping and improvement of competence , and the development of competence. Confirming the key competitiveness according to organizational strategy, we can set up the competence models of the important post such as qualification quality , competency model , professional capacity ,etc. Through the qualifications of quality and capacity of the staff, the staff can do exercises through the post , the abundant work , the pressure management , and the latent energy. Through the promoting of staff competence , broad post classification , the improvement of the post kind of staff, and the qualifications of grade, staff latent energy receives sufficient development, and personal value is realized, and working satisfaction improves, and its personal performance is improved. All staffs' post is competent at competence to strengthen, the key competence of organization is strengthened correspondingly too, and the goal of more high-level organization can be realized.
