The capability management is the core of modern human resources management and talent appraisal is the "link" of closed loop management of the employee. Identify staffs who adapt to the job requirements by scientific talent appraisal system. This can effectively link up the whole process of human resource management, improve the interaction among each business module of human resources management, and promote staff ability and organization ability. Finally this can boost enterprise core competitiveness, realize the maximization value of human resources and support enterprise strategy development.Based on the existing competency research, this paper focuses on the post, innovatively integrates staff competency theory and post management theory as a system to research. This paper starts from the definition of post competency and the connotation and constituent elements of post competency appraisal. This paper tries to build a post competency appraisal system to resolve problems of the electric power enterprise staff quality appraisal, such as only pay attention to the employees’ explicit knowledge, skills, and ignore the internal capacity, quality, besides there is no quantitative assessment standard and so on. Based on the analysis of enterprise strategic development target and the requirement of different posts, the appraisal system builds competency model, appraisal standards, training methods and item banks. Finally, the appraisal system has been applied to the experiment, and achieving good results.
