At present, since the four state banks of China were resulted from the planed economy and practiced the commercial operation for a short time, lacking the consciousness of "core competitive ability", they have the "absence of the enterprise culture symptom". The problem of the agricultural bank is especially serious. With the entrance to WTO of China and the rapid process of the "share-holding system"of the state banks, facing the approximate competition of the foreign banks day by day, the issue of constructing the enterprise culture of the state banks is focused on by all parties and is proposed into the important agenda. The construction of the enterprise culture of the commercial banks is not fresh abroad. Big financial groups such as Citibank have set up their own special enterprise culture construction system in the global operation practice for the past dozens of years and these systems are still being innovated and perfected gradually. While in China, the reform of "share-holding system"of the state banks just starts and the true enterprise culture of the commercial banks is in the testing stage and created for a short time. The agricultural bank is influenced seriously by the planned economy, combining with the agricultural culture closely, and its enterprise culture construction is later, therefore, it is the one who lacks the lessons most in constructing the enterprise culture compared with the other state banks. Although the enterprise culture concept of the agricultural bank has changed a lot in the new stage, that is, from focusing on the "government"to "commerce", from seeking "bigness"to "strength"and from seeking "outside"to "inner", due to the effect of the history, system and its own development, there are still a lot of unsatisfactory points in the construction of enterprise culture. The first is that the cognition is unclear and superficial. Many people mix the enterprise culture with the spiritual civilization, culture and entertainment or ideological and political work. The second is that there exists the short-term activity. One leader has his own way, lacking the continuity and the succession. The third is that there is the trend of giving up the principle while seeking the less important through only paying attention to the visual cognition and the image construction and ignoring the profound content such as the cultivation of the staff, construction of the system and the process reconstruction. This focuses on the surface too much. The fourth is that it lacks the special trait with the similar content, losing the glamour of the enterprise culture. The fifth is that it lacks the system assurance and lasting power and the post-force for the development. The sixth is that it ignores the function of the people. The common lacking of the enterprise culture results that there appears the authority corruption in the agricultural bank, the faulty loan amount is very much and the brain drain, which intensifies the financial risks in some degree, affecting seriously the integrated competitive ability of the agricultural bank and its own healthy and continuous development. The reasons resulting the lacking of the enterprise culture of the agricultural bank is deep and multiphase. First, it is the Chinese traditional culture and the idea of "government standard". The Confucian idea of lacking the competition, focusing on the similarity, suppressing the individuality and conforming to the convention has great effect on the enterprise culture of agricultural bank. Second is the planned economy system for a long time.Lacking of the interest force inside and the competition pressure outside makes many people has the concept of "waiting, dependence and begging". Third, the monopoly of the field makes the state banks thinking themselves as the top ones, unwilling to reduce the professional status to the call-out for marketing. At last, the regional development is not balanced. Agricultural bank is the financial organization with the biggest system and combining the most closely with the Chinese economy. Due to the differences of the regional economy and regional culture, it is impossible to construct the uniform enterprise culture in the more than thirty thousand net points in more than thirty provinces all over the country. Construction of enterprise culture with agricultural trait in the new phase is a long lasting and hard. We must insist on the three unities including "common character and the individuality", "inheritance and creativity"and "advance and mass". Starting from the material image culture, we construct the system, activity and idée culture. The image culture of agricultural bank is the outside illustration of the enterprise culture of the agricultural bank. The clothes of the staff, the style of the office building, the force of the identification and the personification of the service process impress the customers about the image of the agricultural bank. In the process of designing the outside image, we must pass the idée and spirit of the agricultural bank at most. In constructing the system and culture, we must set up and perfect the regulations, establish kinds of norms, strengthen the consciousness of obeying the rules of the staff and cultivate the regulation consciousness and system ethics to set up the "golden brand"of the agricultural bank in operation in the society. In construction of the activity culture, we must gradually delete the consciousness of "banks of the government'from thecitizens and strengthen the commercialized operation consciousness of "regarding the customers as the center and the market as the guidance", set up the human relationship and public communication norms and promote the level of learning and entertainment culture of agricultural bank. We should combine the construction of idée spirit culture and business operation, not staying in the shallow slogan but turning it into the real spirit of the enterprise culture of agricultural bank. If agricultural bank intends to become the "real commercial bank"and compete with other commercial banks on the international stage, it must have the excellent enterprise culture as the assurance and powerful "core competitive ability"as the support. We firmly believe that the construction of the enterprise culture of agricultural bank in the future will exert more and more function in the operation and management. There are some shortcomings in this article due to my writing skills, information amount and time limitation, etc. Thanks supervisors for pointing out the mistakes and weakness.
