The Study On The Way To Develop Small Town In The Area With Highly Developed Private Economy

Great achievement has been made on the construction of small town in the area with highly developed private economy in China. But in some areas, there is a defect that village likes town and town likes village. Villages develop to towns freely without regularity. These towns scatter over and there and they don't have the function that city should has and they seriously waste many resources. By reviewing the history of the development of small town in China, this article discusses the motivation of small town's development in the area with highly developed private economy, analyses the present situation of construction of small towns in these areas and suggests that we develop small towns with market mechanism.This article has four parts.First, by reviewing the history of the development of small town from 1949 in China, the author analyses and evaluates every stage of the development of small towns.Second, the author concludes four motivations of the development of small towns in the area with highly developed private economy. The first is that the surplus labors in rural area moved to towns. The second is that the township enterprises emerged and gathered to towns. The third is that rural special market grew up prosperously. The fourth is that peasants' willingness to enhance the quality of life.Third, at the same time of praising the achievement, this article points out that there are still some defects in the development of small towns , for example ,the small towns are too scattered in space, the level of economic gathering is too low, the administrative barrier is obvious, the construction ofcivilization is laggard, the way of financing is limited, the administration system is blocked.Fourth, considering the facts, this article point out that the main purpose of developing small towns in the area with highly developed private economy is to absorb labors in rural area and help rural area to develop. The premiss is to make developing plan according to the requirement of modernization. The key method is to develop the town economy. The breach is to deepen the reform and form the mechanism of multi-motivating. The foothold is the wholly development of people and make economy and culture develop coordinative. The measure is to make the function of the government perfect, strengthen the management of economy and society.
