| This thesis analyses the developing and constructing situations of small towns in the less developed regions, and finds out the existing problems. It tries to demonstrate the necessity of speeding up the process of changing villages into towns and cities in the less developed regions, then it puts forward the corresponding countermeasures by means of comparison of international examples. During the demonstration, the assay employs the theory of agricultural economic, regional economic and city planning and the researching methods of comparison. It expects the further development of small towns with theoretical practical experience, and to be a necessary reference to some related government department.The paper consists of four chapters.The first chapter is the fundamental theory. It begins with redefining the concepts of underdevelopment and less developed. It ail-roundly analyses concepts of small towns, system of small towns and the functional classification of small towns, then it demonstrates the necessity and importance of developing and constructing small towns in the less developed regions during the rural urbanization.The second chapter of paper begins with introducing the developed course of small towns in less developed regions, then summarizes the existing problems of the small towns.The third chapter firstly expounds the developing and constructing experiences of the small towns in the foreign countries, then sums up the five developing and constructing patterns of the small towns in the eastern regions of China and corresponding revelations.The fourth chapter is the probing about developing and constructing countermeasures of small towns in the less developed regions. It scientifically discusses the developing and constructing strategies from the four aspects of small towns planning, developing economics, innovating regulations and managing small towns. It is the key part which the author tends to make some breakthroughs. |
