Restructuring Governmental Administrative Function In Economy In China: A Case Study

The governmental administrative function in economy refers to the role that the government plays as well as the responsibilities it takes in organizing economic construction to respond to changing societal and economic needs in a particular historical period. The restructuring of such function essentially concerns the on-going reform and development in China; the approach and the implementation of such restructuring are most directly related with the sustainability of social economic development in particular, and by extension, the possibility in fulfilling the goal of constructing an overall well-being society in China in general.The study first identifies the background and significance of restructuring the governmental administrative function in economy in China, concerning the levels ranging from reforming practice in both economic and political systems to the rise of non-Profit sector. With reference to successful practices in the reform of governmental administration in western countries, the identification is presented from the perspectives of administrative beliefs, construct of system and institutional support And then based on a theoretical analysis of restructuring governmental administrative function in economy, a brief review of successful practices in western countries and an in-depth discussion of the present situation of restructuring administrative function in economy in Chinese governments, the major factors that may constrain the restructuring of such function are explored with the focuses on beliefs, system, institution and mechanism. Following that is a tentative proposal of a basic approach to and possible suggestions for restructuring the governmental administrative function in economy. The premise of the proposal is the establishment of modern administrative beliefs and the reconstruction of the base for legal system and the purpose is to solve such problems more efficiently as "offside", "absenteeism, inaction, irresponsiveness", "renzhi" and "power for lease" in the practice of the governmental administrative function in economy that may arise from the system and mechanism constraints in the process of restructuring, and ultimately, to enhance the adjustment and improvement of the governmental administrative function in economy. The study is fundamentally empirical in the form of a case study. The personal experiences and participation in the creative practice of the governmental administrative function in economy in the process of Economic Unification of Urumqi and Changji provide the researcher with extensive empirical data and insights for the study.
