Study On The Impact Of Port Law On Corporation Performance Of GuangZhou Port Group

After ten years' preparation, Port Law came into effect on Jan 1, 2004. Through this new reform in port management mechanism, Port Authorities, which were under dual governance before, have nearly been changed into port corporation group and become the supervisee. This paper focuses on the impact of the new reform and Port Law on Corporation performance of Guangzhou Port Group. Port groups in ShangHai, Tan Jin, DaLian, NingBo and other cities are facing the similar situation that the policy basis of administrative monopoly has been abolished after the enactment of Port Law. The development of those port groups determines the development of the whole port industry. To some extent, this paper is valuable on analyzing the performance of port corporations.After reading related literatures and consulting experts, this paper analyzes the Port Law' s impact mainly from three aspects: organization structure, organization commitment and external political environment. Linear Structural Equation Model is adopted in this paper. According to the practical case and the theoretic hypothesis, the author got the questionnaire, and scale tables, and established the LISREL theoretic model. Among those tables, the political environment scale table and port operation performance scale table has reflected the characteristics of this case based on the former analysis in related literatures. The data were collected through questionnaires and analyzed in Software SPSS 11.0 and LISREL8. 3.Following are the conclusions of this paper:1.After demonstration analysis, the Structural Equation Model passed the test and the original theoretic hypothesis is correct.2.The structure of Guangzhou Port Group Co., Ltd. inclines to be strongly power-centralized., Few of them accept the organization and its object, although the employees mostly prefer to stay. The demonstration analysis indicates that the reform on port management mechanism and enactment of Port Law have a negative effect on the performance of Guangzhou Port Group Co. Ltd.3. In the external political environment, these three factors as occupancy of corporation's crucial resources, efficiency in decision making of the corporation , and input and restrictions from local government have an obvious negative impact on the performance of Guangzhou Port Group Co., Ltd, especially for the factor occupancy of corporation' s crucial resources.4.The building speed of the port' s capability is the key index to evaluate the port operation performance. Financial performance has a close relationship with the port operation performance of Guangzhou Port Group Co. Ltd.Based on the hereinbefore conclusion, this paper raises three suggestions for further improvement:1. Properly adjust the organization structure, promote the corporation' s culture construction, enhance the common sense of organizational acceptance and strengthen the organizational coherence.2. Speed up the building of the port' s capability and enhance the occupancy of the crucial resource—coastline.3. Through more and better communication, get more support and input from the local government, and improve the soft environment of the port operation.
