With the deepening of a socialist economic market reform, especially with the establishment of modern corporation system ,the issue of strengthening the democratic management and harmonizing industrial relations is more important in the SOEs, especially in the large SOEs .In order to resolve this problem better ,not only need to study the related theories ,but also need to summarize the experience from the practice.The article attempts to discuss the relation between the democratic management and harmonious industrial relations in the SOEs, especially in the large SOEs . The problem that how various forms of the democratic management to produce result is discussed .The article elaborates some ideas how to improve the democratic management of the SOEs at the work .The practice of improving the democratic management in enterprise and building up cooperative industrial relations prove those ideas from China Northern Locomotive & Rolling Stock Industry (Group) Corporation and its enterprises .The first part analyzes the trend that industrial relations appear strong capital and weak labor in the world from the basic definition of industrial relations .The article explains the existence and complexity of industrial relations in the SOEs ,and tries to explain that it's necessary and has condition to devote harmonious industrial relations from the economics ,the game and the development of industrial relations all the countries .Building up cooperation industrial relations is a target to harmonize industrial relations .The second part discusses the democratic management path .function ,the democratic management system in staff and workers how to produce result in the SOEs building cooperative industrial relations .The article carried on the simple discussion to the main form of the democratic management in staff and workers in the SOEs ,such as the system of the workers' congress ,the system of making publicthe affairs of enterprise and the work mechanism of consultation on the basic of equality signs the collective contract .Among them, carry on some questions, thinking that how to improve the democratic management in staff and workers ,mainly problems are :building the workers' congress at the group corporation ,handling the relation between the workers' congress and the board of directors in the SOEs ,building the system of the workers' sitting in the board of directors or board of supervisors ,the farsighted development of making public the affairs of enterprise in modern business system ,the relation between making public the affairs of enterprise and public information ,an enduring effect mechanism of setting up a systematic procedure about making public the affairs of enterprise ,collective consultation on wages .The third part ,by the practice of China Northern Locomotive & Rolling Stock Industry (Group)Corporation, improves the democratic management in enterprise in group corporation level ,CNR Qiqihar Railway Rolling Stock (Group) Co.Ltd improves making public the affairs of enterprise and CNR Xi'an Rolling Works elaborates the role of workers' congress, explains the SOEs should and enable promote the development of enterprises by improving the democratic management in enterprises and building harmonic industrial relations.Those issues show the author's some exploration and thinking about real questions at work in recent years ,the purpose is for reference of other similar enterprises ,it maybe not suitable , comment or criticism from experts is expected.
