Basing on the quick developing of global economy and china's reform, this thesis tries to use the value chain theory to guide our state-owned enterprises to implement reconstructing of value chain. It can help state-owned enterprises convert its management mechanism, enhance its value creativity and core competition power. This might promote our country's further development and our state-owned enterprises' sharing of the achievement.The author introduces value chain theory, concludes its significance and developing trend. Integrating the fierce changes of our economic society nowadays, this thesis discusses the demand of enterprise's turning. The author analyzes the thinking frame, kinds and usage of reconstructing the value chain. He suggests a thinking and behaving frame of strategy, structure and process to improve enterprises' turning. An enterprise must grasp the strategic section and must improve its own value chain to keep up with the change of industry and inter-enterprise value chain. So, it may grab the chances outside of its resource, prevent the depreciation of its present resource.The thesis further uses value chain theory to solve state-owned enterprises' reforming problems. It analyzes the symptoms of state-owned enterprises briefly. Then it studies the characteristic of reconstructing of value chain of state-owned enterprises all over the world. It analyzes the significance of using reconstructing of value chain to solve the state-owned enterprises' developing problems. We must use value chain reconstructing to solve these problems. We must adapt strategy, business and organization structures, human resource, finance, culture and business process and etc. to the circumstances. Reconstructing of value chain may increase state-owned enterprises' advantage, and achieve more time and space for its reforming.The author discusses the turning of serving industries of CSSG as a case. With the analysis of development gap, the author discusses some ways that CSSG took, and gives a bit of approaches about its value chain reconstructing.As a whole, this thesis analyzes how to use the value chain theory to reform state-owned enterprises. It explores practical tactics for state-owned enterprises to reform and innovate. The author hope it can give some reference for transform of strategy and business, innovation of system and mechanism, restructuring of organization and process, and also give some instructive guides for serving industries of state-owned enterprises to break the development constraints.
